CANDIDATE FORUM TO BE HELD IN THE HOUSE... Today House Republicans will attend a candidate forum in the process of finding a successor to Kevin McCarthy, with a conference vote to follow as soon as Wednesday morning. Representative Jim Jordan and Representative Steve Scalise have already thrown their hats in the ring for the position. The tragedy in Israel over the weekend emphasizes the importance of filling the speaker vacancy, as the House cannot authorize military aide or pass a resolution underscoring U.S. solidarity with Israel, without first electing a speaker.

WHAT WE'RE WATCHING:
Illinois House Speaker Chris Welch recently authored a bill to allow the state’s legislative staffers to unionize, a move that surprised some of his employees. The push to unionize legislative staffers is gaining momentum across different states, with California recently approving a similar measure, while other states like Washington, New Hampshire, and Massachusetts have seen such efforts fall short. Nonetheless, these moves indicate a broader focus on labor issues and workers' rights among state legislative staffers.
Virginia is set for a state election in less than a month, with all 140 of its legislature seats at stake. The election will likely provide insights into the 2024 political landscape; Democrats only have a slim majority in the Virginia Senate, and Republicans only have a plurality of seats in the Virginia House of Delegates.

Rep. Mikie Sherrill (D-NJ-11) introduced a bill to provide funding to summer youth employment programs to expand the availability of subsidized jobs for youths and to develop innovative program activities that improve academic, economic, and criminal justice outcomes for youths
Rep. Grace Napolitano (D-CA-31) introduced a bill to authorize the International Boundary and Water Commission to accept funds for activities relating to wastewater treatment and flood control works.
Rep. Don Bacon (R-NE-2) introduced a bill to authorize the Secretary of Defense to enter into a limited number of cost-plus incentive-fee contracts for the Sentinel Intercontinental Ballistic Missile program.

The US Department of Labor announced that it will host an annual conference for the nation’s mine safety and health trainers at the National Mine Health and Safety Academy from Oct. 10-12.
