A SPEAKER VACANCY FOR THE HISTORY BOOKS...

Yesterday, for the first time in United States history, the House voted to vacate the office of speaker of the House, ousting Representative Kevin McCarthy. Representative Patrick McHenry (R-NC) is now the acting Speaker pro tempore. Both parties are now faced with the task of navigating these uncharted waters as the House recesses with a formal speaker vote anticipated in the next week. However, all of these historic events are delaying progress on FY2024 appropriations bills. This increases the likelihood that another continuing resolution will be needed in mid-November.

THE STATE OF THE STATES


SESSIONS BY THE NUMBERS:

Seven state legislatures are in session. Oklahoma is in special session.

WHAT WE'RE WATCHING:

North Carolina's $30 billion budget officially became law yesterday morning. The budget includes raises for tens of thousands of workers, as well as expansion of Medicaid and various local projects. Governor Roy Cooper (D) allowed the bill to become law without his signature, calling it a "bad budget", but nonetheless celebrated elements like Medicaid expansion.


Wisconsin Governor Tony Evers (D) has formally requested a public hearing and executive session for September 2023 Special Session Senate Bill 1, a bill aimed at addressing challenges in Wisconsin's workforce. The plan includes investments in child care, expanding paid family leave, and supporting workforce sectors like healthcare and education. While the Wisconsin legislature has not yet reviewed the bill in committee, Governor Evers called for timely action in doing so.
