REPUBLICANS IN THE SENATE AND HOUSE CAN’T SEE EYE-TO-EYE ON SPENDING...
House Speaker Kevin McCarthy announced yesterday that the Senate’s bipartisan short-term government funding bill will not receive a vote on the House floor. The Senate’s bill includes provisions negotiated by Majority Leader Chuck Schumer and Minority Leader Mitch McConnell to avoid a government shutdown. McCarthy cited a lack of funding for border security and discourse around funding for Ukraine as reasons for House GOP discontent.
THE SENATE CARRIES ON WITH SPENDING MEASURE VOTE... Despite disagreements in Congress, the Senate is planning a procedural vote today on the bipartisan short-term spending measure rejected by Speaker McCarthy. The bill focuses on a small portion of the budget.
BIDEN AND TRUMP SPEAK TO UAW STRIKERS... President Biden and former President Donald Trump visited Michigan this week, speaking to working-class voters amid the ongoing UAW strike. Biden emphasized his platform of supporting the American middle class and countering Chinese influence, while Trump focused on vindicating himself and promoting America-first policies. Their visits are setting the stage for their differing approaches to the 2024 presidential campaign.

WHAT WE'RE WATCHING:
Seven state legislatures are in session.
Ohio lawmakers and members of the Ohio Nurses Association announced a new bill, the Nurse Workforce and Safe Patient Care Act, aimed at addressing Ohio’s nursing shortage. The bill would establish minimum staffing standards at all Ohio hospitals, create staffing committees to assess these standards, and begin a loan-to-grant program to encourage nursing students to work in Ohio after graduation.
Illinois House Speaker Chris Welch has filed legislation that would authorize legislative staff to form a union. Legislative staff being able to unionize would be a first in the Illinois legislature, and comes amid negotiations between Speaker Welch and his staff.
