OUTLINING CONGRESS' LEGISLATIVE TO-DO LIST... The House and Senate are back this week, kicking off a jam-packed lame duck session to close out the 118th Congress. At the top of the must-pass bills list is government spending, which will likely take the form of a short term continuing resolution to avoid a shutdown a December 20th deadline. As House Speaker Mike Johnson has stated, punting into 2025 would allow the Republican supermajority to make its mark on next year’s funding levels. Lawmakers will also be wrapping up work on the National Defense Authorization Act, an annual package that often garners policy riders and other amendments, and possibly reauthorization of the Farm Bill, disaster relief, and judicial nominations.
SMALL BUSINESSES PREP FOR POSSIBLE TRUMP ADMINISTRATION TARIFFS... As president-elect Donald Trump discusses potential tariff plans, small businesses are preparing to confront changes. Trump recently announced plans to place tariffs on goods from Mexico, Canada, and China, which would affect entrepreneurs dependent on imported materials. In response to unpredictable shifts caused by tariffs, business owners across the U.S. find themselves adjusting purchasing habits.

WHAT WE'RE WATCHING:
National Apprenticeship Week was celebrated in New Mexico last week, led by the state Department of Workforce Solutions. The state’s progress in expanding apprenticeship opportunities was celebrated, including the creation of a $30 million Workforce Development and Apprenticeship Trust Fund with 2,585 apprentices participate in 62 registered programs across various fields.
New York announced over $7 million in workforce development grants to support businesses and organizations in expanding apprenticeship programs, particularly for disadvantaged communities.

The U.S. Department of the Treasury
The U.S. Department of the Treasury released a new report summarizing data from the State Small Business Credit Initiative for the first two years of the program. The State Small Business Credit Initiative reached over 3,600 small businesses in the first two years of the program. The nearly 3,900 loan and investment transactions are expected to help create or retain over 46,200 jobs.
