CONGRESS ON THEIR WAY OUT... The House will begin its annual August recess today and return on 9/9 while the Senate returns next week before departing DC. As the 2024 election season ramps up, Congress leaves behind unfinished business such as tax reform, immigration, and workforce development. As the 118th Congress comes to an end, the window to pass any meaningful legislation, barring appropriations, becomes far less likely. 


SMALL BUSINESSES GRAPPLE WITH GLOBAL TECH OUTAGES CREATED BY CROWDSTRIKE... Businesses from airlines to hospitals have been grappling with a faulty software update that caused technological havoc worldwide this past Friday, and its repercussions continued through the weekend. The breadth of the outages highlighted the fragility of a digitized world dependent on a few providers for key computing services. 


LANDMARK SCOTUS RULING LIKELY TO SPUR LEGAL CHALLENGES...  In a recent landmark ruling in Loper Bright Enterprises v Riamondo, the US Supreme Court overturned the 40-year-old Chevron doctrine. Chevron held that courts should defer to agencies’ expertise when it comes to interpreting statutes. Loper says no, it is the job of the courts to make those determinations, fundamentally reshaping the landscape of administrative law. As a result, expect to see a wave of legal challenges targeting existing federal regulations on a wide range of policy areas.

WHAT WE'RE WATCHING: 

Last week, the California Civil Rights Council reviewed amendments to the state's Fair Employment and Housing Act to ban the discriminatory use of AI in hiring and employment practices. The proposed rules would prevent AI-driven bias and mandate anti-bias testing and record-keeping for businesses, nonprofits, and government entities using AI decision-making systems. 


Florida Governor Ron DeSantis (R) announced the allocation of $7.2 million to St. Petersburg College to establish the SMART Tech 4.0 lab for semiconductor, AI, and machine learning technician training. This funding was made possible by the Florida Job Growth Grant Fund and the Workforce Development Capitalization Grant Program. It will work to enhance Florida's workforce education and support the state's growth in advanced manufacturing and semiconductor industries.
