TARIFF REIMPOSITION DEADLINE PUSHED, CREATING NEW UNCERTAINTY FOR IMPORTERS…  The Trump administration had set July 9 as the end of a 90-day pause on a sweeping set of tariffs, but thanks to an executive order signed Monday, that new deadline is set for August 1. The back and forth continues to sow uncertainty among the small business community, with tariffs cited as a key concern in a recent sentiment survey


SUPREME COURT ALLOWS TRUMP ADMINISTRATION TO RESUME FEDERAL WORKFORCE CUTS… The U.S. Supreme Court has lifted a block on President Trump’s executive order to streamline the federal workforce, potentially clearing the way for staff reductions. While the ruling affirms the legality of the order itself, the justice stopped short of approving any specific layoff plans, leaving many questions about future implementation unanswered. The decision, backed by both conservative and some liberal justices, could impact tens of thousands of federal employees. In her dissent, Justice Ketanji Brown Jackson warned the move could lead to mass terminations and the dismantling of large parts of the federal government as Congress has structured it. 


DOE CUTS TO ENERGY PROGRAMS RAISE LEGAL AND BUDGETARY QUESTIONS… The Trump administration is diverting funds away from wind, solar, and electric vehicle programs at the Department of Energy, despite Congress having approved those funds in statute (H.R. 1968). The move, found in the new DOE spending plan, raises legal questions and may violate the Impoundment Control Act. Senator Pat Murray of Washington and Rep. Marcy Kaptur of Ohio, top Democrats on the House and Senate Appropriations Committees, have condemned the actions as an attempt to undermine clean energy initiatives. DOE and the White House have not provided any clarification on the authority used for the cuts. 


HOW IMMIGRATION POLICY MIGHT BE DESTABILIZING GROWTH, AND HOW THE ADMINISTRATION PLANS TO COMBAT IT… According to industry stakeholders, President Trump’s stringent immigration policies are beginning to hinder economic growth across the United States, driving a loss of workers and widespread labor shortages, particularly in the agriculture sector. While President Trump has expressed openness to working with agricultural lobbyists towards a more accommodating solution, no detailed plan has been proposed. To immediately combat this shortage, the Department of Labor has authorized an increase in immigration visas through a newly-minted office of immigration policy, marking a tactical shift towards employment-based visas.

WHAT WE'RE WATCHING: 

New Hampshire lawmakers have approved a no-fault eviction bill, allowing property owners to evict renters at the end of a lease period without providing a reason. The bill would require property owners to give tenants 60 days’ notice before ending a lease.


The Illinois legislature has given final approval to a bill banning insurance companies from limiting or denying life insurance coverage based on an applicant’s criminal record. The bill would require insurance companies to pay for funerals of a policyholder who is a former convict.

The Treasury’s Office of Foreign Assets Control has sanctioned Song Kum Hyok, a cyber attacker associated with Andariel, a hacking group of the Democratic People’s Republic of Korea (DPRK) Reconnaissance General Bureau (RGB). OFAC maintains that Song facilitated an IT worker scheme involving DPRK nationals being deployed and provided with false identities to be employed at unsuspecting companies, all to increase revenue for the DPRK regime.

The U.S. Department of Labor 

The Department of Labor announced on July 3 that it allocated $1 million in grant funding to support disaster-relief jobs for Missouri residents affected by severe storms occurring between March 14-15, 2025, and then again from March 30-April 8, 2025. The grant, a Disaster Recovery National Dislocated Worker Grant, provides residents with compensation for temporary jobs focused on cleanup and recovery efforts. 


The U.S. Department of the Treasury 

U.S. Secretary of the Treasury Scott Bessent issued a statement praising the passage of the One, Big, Beautiful Bill in the Senate. The Treasury has also stated that it will begin targeting diverse networks involved in the Iranian Oil Trade.

The U.S. Small Business Administration 

The SBA announced that the quarterly Interagency Task Force (IATF) on Veterans Small Business Development meeting will occur on July 15, 2025. The IATF provides policy recommendations and offers counsel to the SBA Administrator, the Associate Administrator for SBA’s Office of Veterans Business Development, Congress, the President, and other U.S. policymakers. Its mission is to support the growth and development of veteran- and military spouse-owned small businesses across the nation.
