HOUSE GOP DROPS KEY PROVISIONS TO KEEP MEGABILL ON TRACK IN SENATE… House Republicans are making last-minute changes to their sweeping tax and spending package to ensure it complies with Senate rules and retains its special “reconciliation” status, allowing it to bypass a filibuster. The revised bill drops a $6.3 billion crackdown on the pandemic-era employee retention tax credit, cuts $2 billion in military intelligence funding, and removes controversial policies on SNAP benefits, mining near the Boundary Waters, and biofuel procurement. The tweaks reflect behind-the-scenes negotiations with Senate Republicans and aim to keep the “big, beautiful bill” alive ahead of a self-imposed July 4 deadline.


APPEALS COURT REINSTATES TARIFFS AHEAD OF KEY TRADE TALKS… A federal appeals court has temporarily reinstated most of President Trump’s tariffs, issuing a stay on a lower court ruling that had struck them down under the International Emergency Economic Powers Act. The decision keeps in place the 10% global tariff baseline and additional levies on countries like China, just as U.S. and Chinese negotiators reached a tentative deal to ease rare earth mineral trade tensions. As a Wall Street Journal piece notes, “The plaintiffs had warned the appeals court that allowing the tariffs to stay in effect while their case proceeds would be a death blow for some companies, even if they ultimately prevailed in court and were refunded the levies. ‘What good is a refund of the tariffs paid to a business that is bankrupt and no longer exists?’ they said in a court filing.”


CYBERSECURITY MATURITY MODEL CERTIFICATION FINAL RULE EXPECTED LATER THIS SUMMER… A final rule for the Cybersecurity Maturity Model Certification (CMMC), which assesses security compliance for IT contractors and subcontractors, is expected to be published late this summer, according to the DoD. The proposed rule, released last August, has drawn criticism from some small business stakeholders who argue that high compliance costs will create barriers to entry and drive small business participation down.

WHAT WE'RE WATCHING: 

New Hampshire Gov. Kelly Ayotte (R) signed legislation expanding education savings accounts to all students, regardless of family income.


The California Senate has approved a bill allowing car dealers to charge buyers up to $500 extra on vehicle purchases to process documents. The bill would allow dealers to charge up to 1% of the vehicle’s purchase price for processing, a fee dealers say they need to cover paperwork processing.
