GOP FACES TIGHT TIMELINE AND INTERNAL DIVISIONS ON RECONCILIATION BILL… Senate Republicans are racing to finalize a sweeping reconciliation package before the July 4 recess, but face deep internal divisions on key issues like SALT, Medicaid, and clean-energy tax credits. In particular, disputes over the bill’s substance and Byrd Rule compliance – the series of rules that dictate what can and can’t be included in a reconciliation bill – threaten to delay progress. Meanwhile, any changes in the Senate risk derailing support in the House, where GOP leaders will have just days to unify their conference for a final vote.
CODIFYING DOGE CUTS… Last week, President Trump sent Congress a request to rescind billions in funding cuts identified by DOGE, codifying those cuts into federal law. The recision of funds, mostly related to USAID, offer a test run for the GOP as they seek to further codify controversial cuts to a multitude of departments and agencies across the federal government. Voting is expected to begin this week.
GLOBAL ENTREPRENEURSHIP CONGRESS RETURNS TO THE US… Indiana hosted the annual global entrepreneurship conference, supported by the Kauffman Foundation, to highlight emerging trends in global small business. This year’s event focused on practical guidance for entrepreneurs and local economic development leaders across the U.S. Artificial intelligence was a central topic, particularly its impact on small business growth. Keynote speaker Mark Cuban emphasized the rise of AI and urged policymakers to invest in local communities, security, and lifestyle development to attract and support entrepreneurs in the U.S.
THE LONDON TRADE TALKS BEGIN… U.S. and Chinese officials are meeting today in London for new trade talks following a phone call between President Trump and President Xi. The talks aim to stabilize a tense economic relationship strained by tariffs, technology disputes, and restrictions on Chinese students. Both countries are hoping to prevent further escalation, though significant disagreements remain. The meeting reflects an attempt to reset dialogue amid slowing Chinese exports and global economic uncertainty.

SESSIONS BY THE NUMBERS:
Eighteen states are in regular session. Maine and Missouri are in special session.
WHAT WE'RE WATCHING:
Lawmakers in at least nine states considered bills this year to promote the production of sustainable aviation fuel. Legislators in Arkansas and Iowa passed bills creating new tax credits for the sustainable fuel, which can cut a flight’s carbon emissions by up to 80%. Bipartisan coalitions of legislators have backed the bills that have passed so far.
The Oregon House has approved legislation allowing unemployment benefits for workers on strike. The bill would provide up to 26 weeks of benefits to striking workers, much more than the six weeks provided under a similar law approved this year in neighboring Washington.

BILLS OF INTEREST
Rep. David Bouzer (R-NC-7) introduced HR 2390 to amend the United States Code to clarify that port infrastructure development program funds may be used to replace Chinese port crane hardware or software. The bill is being considered under suspension of the rules.
Rep. Salud Carbajal (D-CA-24) introduced HR 2035 to ensure that all cargoes procured, furnished, or financed by the Department of Transportation are then transported on privately-owned American commercial vessels. The bill is being considered under suspension of the rules.
Rep. Steve Scalise (R-LA-1) introduced HR 4 to rescind certain budgetary authorities in line with President Trump’s June 3rd messages to Congress. The legislation is being considered pursuant to a rule.
The House Appropriations Committee released the Fiscal Year 2026 Homeland Security Bill. The subcommittee markup will occur on Monday, June 9th.

The Office of the United States Trade Representative has announced a public comment process to consider changes to certain aspects of Annexes III and IV in the action (90 Fed. Reg. 17114, April 23, 2025) in the Section 301 Investigation of China’s Targeting of the Maritime, Logistics, and Shipbuilding Sectors for Dominance. The deadline to submit comments is July 7, 2025.
