NLRB’s JOINT-EMPLOYER RULE VACATED BY US DISTRICT JUDGE... On Friday, a U.S. District Judge of the Eastern District of Texas vacated the NLRB’s recent rule determining the standard for joint-employer status. In January, the House passed a Congressional Review Act (CRA) Resolution to block the rule, however, President Biden has threatened to veto the Resolution should it pass in the Senate.
APPEAL EXPECTED IN CTA LEGAL BATTLE... With the ink barely dry on a federal court decision deeming the Corporate Transparency Act unconstitutional, many anticipate an appeal to the 11th Circuit Court in the offing. That assessment is due in part to the fact that FinCEN – the agency tasked with administering the new reporting regime – put out a notice stating it is complying with the narrow ruling but will otherwise continue enforcing the statute, a sign that the government has no plans to unilaterally pause the new reporting requirements
U.S. TRADE REPRESENTATIVE SEEKS COMMENT ON SUPPLY CHAIN RESILIENCE... A week after the publication of President Biden’s updated trade agenda, the Office of the United States Trade Representative (USTR) released a notice requesting stakeholder input on supply chain resiliency. The comments submitted by stakeholders will be used to guide the USTR and Biden Administration as they seek to make sector-specific trade policy. Overarching goals of the new trade agenda include diversifying sourcing, buttressing domestic manufacturing, and strengthening labor and environmental protections. Comments are due by Monday, April 22nd.

A comprehensive package of nine bills to improve the Colorado workforce education system is being unveiled by state legislators in response to skilled worker shortages. The legislation focuses on expanding apprenticeship programs, improving workforce training grants, and ensuring education aligns with in-demand job skills, all supported by both state and federal funding.
Wisconsin’s Governor’s Task Force on Workforce and Artificial Intelligences is developing an advisory plan for AI workplace integration with a human-centered approach. The task force hopes to instate worker protections and economic security by assessing AI’s impact on the workforce and markets.
