Prism Group's Daily Summary

GOVERNMENT FUNDING TOP OF MIND FOR CONGRESS... The House and Senate left town for the August recess having fallen short of their goal of passing the twelve appropriations bills needed to fund the federal government beyond a September 30 fiscal year deadline. Both parties will now be forced to navigate the nuances of moving a continuing resolution - potentially with favored policy riders attached – while avoiding a shutdown right before the pivotal election season.

GOVERNOR MOORE SECURES $10 MILLION FEDERAL GRANT TO BOOST MARYLAND SMALL BUSINESSES... Governor Wes Moore and the U.S. Department of Treasury announced a $10 million federal grant awarded to the Maryland Technology Development Corporation to support small businesses in the community. This grant is part of the Biden-Harris Administration’s economic strategy called “The State Small Business Credit Initiative Investing in America Small Business Opportunity Program,” which aims to offer legal, accounting, and financial advisory services “to help small businesses build capacity and apply for loans or investments,” according to a press release.

HARRIS AND TRUMP SQUARE OFF FOR HIGH-PROFILE DEBATE... Tonight Vice President Kamala Harris and former President Donald Trump will face each other on the debate stage. While tax policy had seemingly taken a backseat in the presidential contest, a flurry of activity lately means that is no longer the case – we expect each candidate’s approach to small business taxation issues to play at least a role tonight, particularly in the wake of VP Harris’ recent proposal to increase the business startup deduction tenfold.

THE STATE OF THE STATES

SESSIONS BY THE NUMBERS:

Five states are in regular session. California is in special session.

WHAT WE'RE WATCHING:

New Mexico Governor Michelle Lujan Grisham (D) announced the launch of the $125 million Opportunity Enterprise Housing Development Program, the state's largest-ever housing investment. The program will address the state’s housing shortage for workers who don’t qualify for traditional affordable housing. $30 million will be available in the first round of funding to help essential workers live in the communities they serve.

Maryland Governor Wes Moore (D) hosted the state’s first labor relations roundtable, showing his administration's commitment to strengthening the state’s labor unions. Joined by labor leaders and top officials, Governor Moore talked about the importance of collaboration in ensuring fair pay and advancing policies to benefit workers across Maryland.
