We are in the era of a Shadow President. Whether from courtrooms or campaign rallies, there is no force like former President Donald Trump. Indeed, the political GPS in Washington and around the world (read: NATO, Ukraine, Israel) all seem to lead to one question: WWTD?

This is especially true in the House of Representatives. Without his blessing, most Republicans will not act. And without the House, we cannot govern. This is validating our Continuing Resolution Hypothesis that nothing – tax package, FY24, border deal, foreign aid – will happen until the election is over. Expect continued executive actions and rule-making instead.
